Starting Monthly Benefits

ESTABLISHING VA EDUCATION
|

Students who have never received GiBill benefits should complete the VONAPP/VA Form 22-1990 for Veterans using chapter 30, 1606, or 1607; for dependents of 100% disabled Veterans, VONAPP/VA Form 22-5490. The Department of Veteran's Affairs strongly encourages you to use the electronic application (VONAPP) to establish your eligibility. The electronic or paper application may be completed at the Department of Veterans Affairs Education Benefits Information page. Once you have completed the VONAPP, make a copy for the St. Edward's University Veterans Affairs Office. You will also need to submit a copy of your degree plan, DD214 (for the Veteran) and copies of your military transcript (AARTS, SMARTS, CCAF) to the St. Edward's University Veterans Affairs Office. See helpful links for quick access to these sites. If you have used your benefit in the past, you need only submit the VA Form 22-1995 (Veterans) or VA form 22-5495 (dependents of 100% disabled veterans) to the St. Edward's University Veterans Affairs Office. You will also need to submit a copy of your degree plan, DD 214 (Veteran), and Military Transcript (Veteran, see helpful links under resource tab). |

CERTIFICATE OF ELIGIBILITY

| Once the Department of Veterans Affairs (DVA) has received and processed the complete application, the student will receive a Certificate of Eligibility via mail. The student must provide a copy of the Certificate of Eligibility to the Veterans Affairs Office at the Office of Student Financial Services in order to receive benefits. The Certificate of Eligibility indicates the Chapter of Educational benefits for which the student is eligible, the students file number, the number of months of entitlement, and the date on which the benefits expire.
SEU's Veterans Certifying Official will transmit VA Form 22-1999, Enrollment Certification to the DVA for processing and payment. For continuing students, the DVA averages 4 - 6 weeks for the payment of benefits, and an average of 6-8 weeks for the payment of benefits for new or transfer students. |

CHANGE IN STUDENT STATUS
|

All students who use education benefits are required to notify the DVA via SEU's Veterans Affairs Office of any changes in degree plan or program of study. Notify DVA directly for the following:

SATISFACTORY ACADEMIC PROGRESS
|
| All students who receive DVA education benefits are required to maintain satisfactory academic progress according to the established standards published in the university Catalog. |
|
REPEATING CLASSES
|
| Benefits will not be paid for courses repeated in which a passing grade was awarded for the first attempt. |
|
BREAK PAY
|
|
Break pay (also known as interval pay) will go away after 1 August 2011 in accordance with the Post 9/11 Veterans Educational Improvements Act of 2010. |

VOCATIONAL REHABILITATION
|
| All questions concerning Chapter 31, Vocational Rehabilitation should be directed to the Vocational Rehabilitation, 6448 Highway 290 East, Suite F-107, Austin, TX 78723, (512) 206-0857. Under Chapter 31, the DVA pays the cost of tuition, fees, books, equipment, and supplies. The veteran also receives a monthly subsistence allowance. |

FINANCIAL ASSISTANCE
|
| Students are responsible for the timely payment of tuition. In the event students require financial assistance in addition to veterans' education benefits, the SEU's Office of Student Financial Services offers a variety of options. |
